The game is divided into two parts. The first part takes place the day before, the second part a day after the events of Resident Evil 2. Jill Valentine has returned from the mansion. That's where the first part of Resident Evil ended. Because one member of the U.S.F.U., who was under Hunk's leadership, lost his nerve and instead of taking away William Birkin's flask of T- and G-viruses, he opened fire on him and the viruses fell into a sewer and rats blew it over the city, the civilians of Raccoon City turned into zombies. Many S.T.A.R.S. members were already in Europe by the time the virus reached the city to destroy the headquarters of the Umbrella Corporation. But Jill was unable (unwilling) to go to Europe and it is up to her to fight this evil alone, although she will come across allies along the way, it is still her fight and this is her last chance - The Last Escape... However, standing in her way will be the Tyrant model 'Nemesis T-02', created to destroy S.T.A.R.S. In 2004, the game's storyline was taken from Resident Evil 2: Apocalypse
